Fix numpy requirement pins for conda packages

Description

This MR updates the numpy requirement pins for all conda recipes. The new numpy 2.x packages declare the ABI compatibility using run_exports that we should pick up automatically, rather than using {{ pin_compatible('numpy') }}.

This should ideally have been part of Update conda migrations (!2328 - merged) but I missed it.
