Remove support for compiling LAL against fake qthread library
Description
This removes support for compiling LAL against a fake qthread library. I think that this was something to do with condor compiling LAL with MKL, but it's hard to get history context from git
.
I'm pretty sure that this has been broken since at least 36396696 (since @adam-mercer misspelled true
in that commit...).
