Remove support for compiling LAL against fake qthread library

Description

This removes support for compiling LAL against a fake qthread library. I think that this was something to do with condor compiling LAL with MKL, but it's hard to get history context from git.

I'm pretty sure that this has been broken since at least 36396696 (since @adam-mercer misspelled true in that commit...).
