lalpulsar/configure.ac: check for pager programs

Description

Some programs in LALPulsar require a pager (e.g. less). This adds a missing call to LALSUITE_CHECK_PAGER in lalpulsar/configure.ac. (I probably forgot to due this when moving lalapps/src/pulsar/ codes to LALPulsar in !1904 (merged).)
