Miscellaneous build fixes

Description

  • Makefile: fix make pretty to work for out-of-source builds and --disable-python
  • gnuscripts/generate_vcs_info: permit reading from stdin, writing to stdout
  • gnuscripts/lalsuite_cuda.am: remove CPPFLAGS from cuda compile
    • Protect nvcc from general gcc flags it might not understand
  • lalpulsar/python/lalpulsar/Makefile.am: disable generating public_sft_directory_README.dox if --disable-python
