Set standard SFT window choice in lalpulsar_MakeSFTDAG

Description

The standard SFT window choice (tukey:0.001) is now set in lalpulsar_MakeSFTDAG.

On the other hand, lalpulsar_MakeSFTs now assumes no default window and requires the user to make a choice.
