Add retry wrapper to conda commands in platform CI jobs

Description

This MR updates the platform:conda:* jobs to use the retry bash wrapper for all conda commands that attempt remote data access. This is a desperate attempt to insulate this project from the ongoing problems with the macOS gitlab CI runners.
