Detailed Description

Updates the pre-commit hooks to use version 0.2 of the https://git.ligo.org/lscsoft/lalsuite-code-quality repository, which fixes a few bugs (see here).

Also print the value of CI_COMMIT_AUTHOR in the lint:pre-commit job for debugging purposes.
