CI: various changes to check_library_api script

Detailed Description

  • Port both common/code-quality-scripts/check_library_api and common/code-quality-scripts/get_api_artifacts to use Python logging, following the example of common/code-quality-scripts/check_library_dependencies
  • Other minor edits relating to the CI and lint API checking jobs
