Renamed debian packages according to convention

This merge renames the debian python packages according to the standard convention; for LAL this amounts to:

• lal-python -> python-lal
• lal-python3 -> python3-lal

I followed these instructions to hopefully make the change in a backwards-compatible way, giving time to update downstream packages before removing the old package definitions.
