Merge Weave into master
This MR merges Weave, a semicoherent search code for continuous gravitational waves under development for a number of years, into master, to be included in the upcoming LALSuite release.
The changes are localised to a new directory in LALApps, lalapps/src/pulsar/Weave, and relevant changes to the build system. The MR also adds 3 files containing reference test results under Git LFS tracking, which are listed in .gitattributes.
