Add option for fixed EOS

John Douglas Veitch requested to merge john-veitch/lalsuite:fix_eos into lalinference_o2

As discussed with @ian-harry this adds to LALInference the ability to run with both neutron stars from the same EOS. This is more or less a straight port of his function in pycbc.
