WIP: Add PhenomHM for review lalinference_o2 compatible

This is the MR that the phenomHM review will work off of.

This mergers the PhenomHM (aligned-spin higher mode BBH model) into the lalinference_o2 branch from the waveforms review fork of lalsuite.
