Adding EOSs from CompOSE to LALSimulation

For the EOS model comparison paper we want to use some more "modern" equations-of-state, as discussed in the SLACK channel.

Here are the EOSs from the CompOSE website, which are currently usable. We can always add more later, but for now these would form a large part of the proposed paper.

This has been tested by comparing the mass radius relationships between these files, and the predicted relationships on the CompOSE website. Not all EOSs allow this check, but for those that do (around half) the agreement is almost perfect.
