Implement self-spin terms in SEOBNRv4_ROM_NRTidal.

The purely tidal part of the 2 and 3 PN SS terms is added. The treatment of self spin terms is consistent between SEOBNRv4_ROM_NRTidal and IMRPhenomP_v2_NRTidal. See the function Self_spin_phase_contribution().
A linear in frequency phase correction is added for the NRTidal + self spin contribution.
