Add wrapper around XLALSimIMRSpinEOBWaveformAll() and perturb masses.

This should help avoid problems where waveform generation fails for SEOBNRv3 or SEOBNRv3_opt and the problems are related to issues with the initial condition solver or sensitivity issues.
