Update fscan code19 dec2017

Update the Fscan scripts and code to use Python for plotting and comb finding. Update the spec_avg.c code to properly normalize the time-frequency plots and produce less output. Update the plotSpecAvgOutput.py code to also produce less output. The plots are improved to show SNR on the right vertical axis in the power vs frequency plots, but the SNR is no longer saved in the .asci files. Comparisons with previous Fscans can also be done configured to automatically update.
