LALSimulation: move two functions to DetResponse

Soichiro Morisaki requested to merge twosoichiros/lalsuite:armresponse into master

XLALComputeDetArmTransferFunction() and XLALComputeDetAMResponseParts() are moved from LALSimulation.c to DetResponse.c. This is a necessary step for modifying the injection code so that it takes into account non-long-wavelength effect.
