reorder enum-tags of waveforms

Harald Pfeiffer requested to merge harald.pfeiffer/lalsuite:lalinference_o2 into lalinference_o2

needed to enable postprocessing of existing *NRTidal runs, because the order in the enum is used to identify waveform used. !343 (comment 46239)
