lalpulsar, lalxml: move installed package data files from test/ to src/
At the request of @leo-singer, this MR clarifies which files are installed package data files (moved to src/), and which files are only required by test scripts (remain in test/). It is consistent with lalinference and lalsimulation, where installed package data files are located in src/.
