Remove deprecated libraries
This removes the deprecated LALXML, LALDetChar, and LALStochastic. It does it in stages to make reverting these changes easier should the code ever be needed again.

Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 23 April 2024 starting at approximately 9am PDT.
