lalapps: remove coh_PTF code

• code is uncompilable with gcc 8 and -Werror.
• code appears to be abandonware: a request for the maintainers to identify themselves that was sent to the compact objects working group's mail list has not been responded to. I believe the people responsible for this work have either left the collaboration or migrated their efforts to the pycbc project.
