Lalmetaiotweaks

Two house-keeping patches for lalmetaio. One deletes some obsolete code, moves other (obsolete) code that is specific to the inspiral tools to lalinspiral, fixes a function prototype, and makes a few other adjustments like that. The second finishes a column metadata adjustment job that was started in some earlier patches but that somehow missed a few spots (the comment has the relevant hashes).
