dealing with default PN tidal order in TaylorF2

This is a merge request to deal with the default tidal PN order. Following a discussion on the cbc list, I implemented a 7PN default choice for TaylorF2 and left all other PN approximants untouched (i.e., their default is 6PN). LAL_SIM_INSPIRAL_TIDAL_ORDER_ALL = LAL_SIM_INSPIRAL_TIDAL_ORDER_DEFAULT = -1 continues to exist. The doxygen implementation has been updated.
