ROQ cubicSplineForTime - some changes to fiducialBNS and fiducialBBH

implementing a cubic spline for the time evaluation in the ROQ likelihood

made small changes to the configuration of the fiducialBNS and fiducialBBH that are implemented as part of the lalinference_review_test
