I've coded up spectral eos sampling in lalinference_mcmc. This was reviewed and implemented in the lalinference_o2 branch. Now I'm putting it into master. I'm hoping to get this in before O3.

I have run a test locally of these changes, and they seem to work. I will start a test tomorrow on one of the LIGO cluster so that I can show the approver that the code is working as expected.
