Clean up duplicate code in lalinference_pipe_utils
There was a lot of duplicate condor handling code in lalinference_pipe. This patch cleans it up and fixes the problem of requirements being broken by duplicate code.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 30 April 2024 starting at approximately 9am PDT.
