Make spcal_freq IFO names lower case

Carl-Johan Haster requested to merge cjhaster/lalsuite:Make_SpCal_params_lowerCase into master

The parameters called H1_spcal_freq_3 and similar are currently not excluded from the parameter set for which the ACL is computed for lalinference_mcmc runs, this since the comparison is done for lower case parameter names only, and the default "construction" of those parameters are given capitalised IFO names (H1 instead of h1). This error can in principle then overestimate the correlation of MCMC samples, since all spcal_freq values are by construction the same, and hence very correlated 🙂.
