Summary

Ensure man-pages are properly packaged.

Description

A recent update to the lalsuite-dev container fixed various issues with missing dependencies. One of the missing dependencies was help2man, as this is now available man pages are generated and these were missing from the packaging, as such this lead to packaging failures. This merge fixes these packaging issues.
