CI Container updates

Description

Removes the old el7-cr build, currently not working and we need to transition it to Scientific Linux 7rolling, but that needs to wait until after the python34 to python36 transition.

Updates to use the buster and gcc{7.8.9} containers from containers.ligo.org. The builds are still broken but these containers are much more robust.
