Use detector positions in light seconds in BAYESTAR
This further reduces the dependencies of the C code on LAL headers.

Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 14 May 2024 starting at approximately 9am PDT.
