Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 14 May 2024 starting at approximately 9am PDT. Description

This MR patches the CI conda builds to include help2man as a build requirement, and --enable-help2man as a ./configure argument.
