use containers from igwn namespace on Docker Hub

Description

Whilst containers.ligo.org is the canonical source of containers the build process also uploads the container to the igwn namespace on Docker Hub. Pulling the container from Docker Hub instead of containers.ligo.org will reduce the load on git.ligo.org whilst still ensuring the most up-to-date container is used.
