Create contour plot in MOC standard version

Giuseppe Greco requested to merge giuseppe-greco/ligo.skymap:moc_regions into master

Fixed #14 (closed) in order to increase the interoperability between Aladin/VO standards and ligo.skymap. The method returns a credible region of a probability sky map in a MOC (Multi Order Coverage) data structure. The input is a multi-resolution HEALPix probability map.
