ligo-skymap-plot: support aitoff, globe and zoom projections

Adds the ability to plot skymaps using the aitoff, globe and zoom projections, controlled by a new --projection option, to ligo-skymap-plot. globe and zoom are useful for showing the morphology of relatively precise or multimodal localizations.
