Add a maximum distance flag

Based on discussions with Leo and Shreya over email:

Looking at the volumetric rate:

Trying very nearby measurements (10 and 20 Mpc) means the probabilities are just flat across mass, so:

Volumetric Rate: 0.238732414637843 1 / (Mpc3 yr) Volumetric Rate: 0.029841551829730376 1 / (Mpc3 yr) 0.029841551829730376 * 2**3 / 0.238732414637843 = 1.0

Ok so nothing weird there.

2.) Comparing the distance cut to no cut: mass_1

The distance cut, due to the nearby objects, recovers the initial mass distribution (as it is just nearby redshifts).
