minor changes to workflow within lvalertMP

Reed Essick requested to merge reed.essick/lvalert-heartbeat:master into master

Changed the section name in lvalertMP child configs from "data" to the more-descriptive "heartbeat". Also made specification of the netrc file optional by adding a conditional within parseHeartbeat.

These changes are not critical, but they should improve clarity and functionality moving forward.
