Removed dependences on m2crypto
This merge removes all references to m2crypto from the packaging files, since there are no actual uses of that packages, AFAICT.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 23 April 2024 starting at approximately 9am PDT.
