Enable --help for command-line scripts

Duncan Macleod requested to merge duncanmmacleod/parallel_bilby:add_help-true into master

This PR flips add_help to True in the relevant places so that <entry-point> --help works, which not only assists users in understanding the scripts available, but also helps for basic debugging (e.g. in conda builds).
