Adding scatter plots which show population of events
The purpose of this MR is to add a new module: pesummary.core.plots.population. This module encompasses functions to show a population of events. Fixing issue #169 (closed).
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 17 February 2026 starting at approximately 900 MST (1600 UTC). It is expected to take around 30 minutes and there will be several periods of downtime throughout the maintenance. Please address any comments, concerns, or questions to the helpdesk.
