Add executable to combine a set of posterior samples

The purpose of this MR is to add an executable to combine a set of posterior samples. This executable: summarycombine_posteriors aims to do the same thing as cbcBayesCombinePosteriors but with more versatility (i.e. allow for bilby files, PESummary metafiles etc.).
