Extract `f_low` from the stored config file if it cannot be extracted from the bilby meta_data

The purpose of this MR is to provide additional functionality to extract f_low/f_ref etc. from the stored config file if it cannot be extracted from bilby meta_data. This fixes an issue which can be found here: asimov/asimov!27 (merged).
