Plot waveform uncertainty
The purpose of this MR is to allow the user to calculate and plot the time domain waveform uncertainty associated with a table of posterior samples.

Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 7 Mayl 2024 starting at approximately 9am PDT.
