Allow the user to set a preferred analysis

The purpose of this MR is to allow the user to set a preferred analysis within a pesummary metafile. This MR adds a new --preferred command line argument to the summarypages/summarycombine/summarymodify executables and adds the .preferred property to the pesummary.{core/gw}.file.formats.PESummary class. This was inspired by @colm.talbot's message on Mattermost.
