Update 0.13.x release branch for 0.13.9
This MR merges the changes from the following MRs onto the release/0.13.x branch to finalise the 0.13.9 release:
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 23 April 2024 starting at approximately 9am PDT.
