Add conftest.py to register pytest markers

This MR adds pesummary/tests/conftest.py to configure pytest, including custom test markers.

This is done in conftest.py, rather than in pyproject.toml, so that the markers are registered even when running the test suite from an install of pesummary when the pyproject.toml file isn't present

Closes Custom test markers not registered with pytest (#305 - closed).
