Remove matplotlib version requirement

Gregorio Carullo requested to merge update_matplotlib into master

matplotlib was fixed to <3.7.0 due to a gwpy incompatibility, which has now been resolved (the pipeline has passed for this branch when relaxing the requirement), hence, we can relax this unused requirement also in master.
