Fix minor bugs in messages

This fixes two minor bugs in messages to Gracedb:

  1. Fixes the group being displayed when discussing an External event (example: https://gracedb-playground.ligo.org/superevents/MS211104l/view/). This separates group and MDC if in searches to be used when discussing a Superevent, while pipelines and searches are reserved for External events just as done when querying.
  2. Fix the ordering for External events so that they follow "External {} event" rather than "External event {}".
