Add options to choose maximum FAR threshold for SubGRBTargeted search

This issue was brought up with discussions with Fermi and Swift leads for these targeted subthreshold searches. Issues may arise if the thresholds are changed prior or during an operating run, requiring additional review to release a new version of ligo-raven. This MR lets us put these variables into the configuration of gwcelery and change them more easily if needed.
