Catches up to MR83, the current state of O4 dev, including some more compiler warning fixes and Werror.

We don't build through CI/CD or CIT in py3 currently, so there could be more warnings there. CI/CD needs to be updated to checkout our fork, which still needs to merge add_gstlal_array (but that's not ready yet).
