Remove compute_86

Timothy Davies requested to merge tdavies__remove_compute_86 into spiir-O4-EW-development

We can't compile with compute_86 on ozstar, this reverts support for compute_86. I assume this was caused by different versions of NVCC being used on ozstar vs elsewhere. If necessary we can just build with compute_86 on the machines where it's used until the py3 upgrade?
